A first cloud-cost review should be understandable to both engineers and business owners. Start with ownership, usage, retention and the services that matter most.
Start with ownership and visibility
Make sure every significant resource has an owner, environment and reason to exist. Without that context, a billing export only tells you what was charged, not what can safely change.
Separate production, staging and experimentation costs, then review usage over time rather than reacting to one unusual invoice.
Reduce waste before changing architecture
Review idle resources, oversized instances, storage retention, log volume and autoscaling limits before proposing a rewrite.
A cost review should protect reliability as well as reduce spend. Record the expected impact, owner and rollback plan for every change.
